Wisconsin Teen Court Association Minutes

Meeting minutes for: December 01, 2000
Place: Courthouse Annex Bldg., Stevens Point, WI
Time: 10:00 am. to 1:00 p.m.


People present: Nancy Anne Livingston; Rich van Benschoten; James H. Gay: Patti Jorgensen; Jan L. Taylor; Craig Huxford; Maureen Leitheiser; Amy Goulinger, Ruth Ciriacks; Lois Balk; Sharon Hilbert, John Spears; Dee Runaas, Nancy Bangstad; & Sue Marino.

The meeting started with President Nancy Anne Livingston asking those present to introduce themselves and give everyone an update on their TC activities.

Rich van Benschoten of UW-Madison/Extension and Staff Specialist: He has been giving presentations for Teen Court. Rich also provided a statistical sheet using 6 TC to show recidivism rates. These statistics were completed on Sept. 18, 2000.

Sharon Hilbert of the Dept. of Social Services, Fond du Lac: Sharon announced they would be getting a full time TC coordinator in April 2001.

Ruth Ciriacks of Jackson County had their first adult model TC this past November.

Lois Balk of Buffalo County announced that they would begin TC training in January 2001, and plan to start court in February.

Maureen Leitheiser of Green Bay announced a new youth court there for 8-11 year olds. They are using the adult model, and school is their primary referral source. The first session was scheduled to start December 2000.

Craig Huxford of the Brown County TC has found that of Brown County's 370 defendants, only 13% committed new offences. Craig also let everyone know that the Office of Justice Assistance (OJA) has available grant monies.

Amy Goulinger is the new Teen Court Coordinator for Waupaca County. They will be using the tribunal model, and hope to be up and running by this coming February.

John Spears of Viroqua in Vernon County was happy to announce that they have completed training, and will be starting court sessions soon.

Dee Runaas of the State Bar of Wisconsin asked the group if there is a need for TC materials printed in other languages. The general consensus was that Hmong and Spanish would be helpful. It was also announced that the State Bar of Wisconsin's Law Related Education Committee will be sponsoring the printing of 2,500 copies of our new brochures.

Nancy Anne Livingston of Vilas County UW-Extension and President of WTCA Inc., related some information and experiences from the National Teen Court Conference held in Albuquerque, NM. There were more than 600 in attendance (twice as big as any previous conference!) and almost 300 of which were youth. Nancy Anne was able to bring back a copy of a presentation entitled: "Youth Court: A Youth Justice System for the 21st Century" Remarks by John J. Wilson. The next National conference will be in Washington D.C.

There was discussion on the when and where we would hold a conference. We have chosen November 01, 2001 in Stevens Point. Possible speakers: Tracy Godwin and Scott Peterson. Any other ideas on speakers and/or what we want to see at a conference are welcome. E-mail Nancy Anne at: nancy.livingston@ces.uwex.edu.

It was officially announced that there would be two categories for WTCA, Inc. membership: $10.00 a year as a non-voting member; and $25.00 a year as a voting member. Dues will be accepted after January 01, 2001.

PLEASE NOTE: The March 02, 2001 meeting will be our first annual meeting with elections.

It was brought to the groups' attention that we have a need for a website that is all our own and easy to find. Dee suggested we start posting our information on Wisbar until we can create our own.

The question was asked: Could we find a way to contact any teen courts that don't know about us yet? Contacting circuit and municipal judges seemed like the best suggestion, which Rich said he could do.

Ruth Ciriacks showed the group some personalized lapel pins that she has been gathering information on for another group she works with. She wanted to know: is this something we wanted to have? The idea was well received, but no decision was made.

Lunch was served and a holiday song/picture game was played. Meeting adjourned.
